Soccer League Rules

General League Rules:

  • The Contact/Manager for all teams must be an adult. No one under 18 may coach a team.
  • No food, gum, or flavored beverages (including Gatorade) allowed on the track or turf fields.  Water is permitted.
  • NO spitting is allowed on the turf surfaces or turf fields.
  • Turf shoes and molded cleats are allowed. No metal cleats or screw-in cleats of any kind are allowed.
  • Players are permitted to play with more than one team, and must declare their playoff team.
  • All players and coaches must arrive 45 minutes prior to start of their first game to have properly completed the waiver, liability, and membership forms to be eligible to play.  If anyone steps onto turf without these forms, the entire team is subject to a forfeit without refund.
  • Maximum Roster Size – Adult: 12 players. Youth: Coach’s discretion Team roster is due prior to the start of the league.
  • Men’s 35+ teams may have one player on their roster under the age of 35.
  • All referee fees must be paid directly to the referee before the start of each game.
  • No kicking balls on the track or anywhere outside of the nets. 
  • Unsportsmanlike conduct by team personnel, parents, or fans will be not tolerated towards referees, coaches, players, or the Pocono Dome staff.  All violators are subject to immediate ejection, removal from facility property, and criminal prosecution. 
  • Fighting will result in game and tournament disqualification.
  • No bags on the turf. All equipment must be in designated team bench area (far side of the track, outside of the nets) and is not permitted in the spectator sections or common areas. The Pocono Dome is not responsible for any lost or stolen items.
  • There is NO Refund Policy.

Game Details:

  • All age groups will play 6 vs. 6 including the goalkeeper. (6 players per side)
  • Each team will play with 5 field players and goalie. All teams must have a goalie.
  • Adult/High School Game will consist of 2 twenty-five-minute halves with a two minute halftime break.
  • U14 will consist of 2 twenty-four-minute halves with a two minute halftime
  • U12 will consist of 2 twenty-two-minute halves with a two minute halftime
  • We are an on-time facility – all games will start and end on time. At the discretion of the referee, game times may be condensed to stay on time.
  • No timeouts will be granted.
  • A team needs a minimum of 4 roster players on the field to begin/end a game. If 4 roster players are not eligible during any moment of the game, the team must forfeit. All teams must have a goalie.
  • The clock will run at all times, stopping only for serious injury, at the discretion of the referee.
  • No offside.
  • There will be no overtime periods during the regular season. Playoff games that are tied at the end of regulation will go to a penalty shootout.
  • No slide tackling – coaches please emphasize to all players. Keepers can slide in the box, but should not slide outside the box. Sliding will result in an indirect kick for the other team. Sliding can result in a yellow card based on the judgment of the official.
  • Game Ball – Size 5 Ball – All game balls will be provided by the Pocono Dome.
  • Size 4 Ball for U12 and under
  • Modified Touchline Rules Apply – All painted sidelines are out of bounds. All balls played across the lines will result in an in-direct kick in for the opposing team.
  • All players and coaches must remain on the sideline in the team area. Only players and coaches who have signed waiver and membership form clearances are allowed in the designated team area.
  • If the ball strikes the ceiling, lights, or fans, an indirect kick is awarded to team opposing the team who last touched the ball nearest the spot where it hit.

Kick Off

  • All players must be located on their own half.  Defenders must be outside the center circle.
  • The ball must be stationary in the center and the referee gives a signal (whistle.)
  • The ball may go forward or backwards.
  • A goal may not be scored directly from the kick off.

Kick-ins

  • Kick-ins are to be taken in place of the throw-in.
  • The ball is placed on the touch line before kicking.
  • The kicker’s foot not kicking the ball must be outside or on the touchline. If it crosses the touchline all of the way into the pitch, the kick-in is given to the opposing team.
  • The kicker cannot play the ball a second time until it has been played by another player.
  • Players on opposing team must be at least 3 yards away from point of kick-in.
  • Players cannot score directly from a kick-in.
  • Kick-ins are indirect

Goal Kick

  • Kicks shall be taken from the orange line.
  • The ball is not in play until it has passed outside of the penalty area.
  • The goal kick may cross the halfway line, but may not be kicked into the opponents’ penalty box.
  • Infringement will result in an indirect kick from the top of the opponents’ penalty box.

Corner Kick

  • The ball must be placed on the corner (no corner-kick arc). If the ball is misplaced, the corner kick is taken over.
  • The kicker cannot play the ball a second time until it has been played by another player.
  • Players on opposing team must be at least 12 ft. (3 yards) away from point of the corner kick.
  • Players can score a goal directly from a corner kick.

Goalkeeping

  • The goalkeeper may throw or roll the ball.
  • The goalkeeper may also kick a ball that is positioned on the turf, no punts or dropkicks allowed.
  • The ball must leave the penalty area before it’s touched by a player from either team.
  • The goalkeeper must be given the opportunity to distribute the ball by throwing, rolling, or kicking the ball.A player may not impede that kick if inside the penalty area.
  • The goalkeeper has only 5 seconds to place the ball into play.
  • The goalkeeper may throw or kick past the halfway line, but may not throw or kick into the opponents’ penalty box. Infringement will result in an indirect kick from the top of the opponents’ penalty box.
  • The goalkeeper may NOT play the ball with the hands when intentionally passed back from the foot of a teammate.
  • He or she may dribble the ball into his or her team’s own penalty box and pick it up unless they receive it from a teammate.

Fouls/ Direct Kicks

  • All outdoor fouls apply.
  • All kicks are indirect, excluding PK’s
  • Opponents must be a minimum of 12 ft. (3 yards) from all free kicks and corner kicks.  Any player purposely encroaching in the 12 ft. (3 yards) space to deliberately slow the game will be given a warning; a second offense will result in a yellow card.
  • Fouls in the box which result in a penalty kick will be taken from 1 yard back from the goalie box

Substitutions

  • Substitutions may be made at any time on an unlimited basis during the game, provided the player substituted for is within one yard of the player entrance area (center line) and does not interfere with play of the game. Keeper may hold the ball longer than 5 seconds to allow subs at referee’s discretion.

Equipment

  • Turf shoes or molded cleats only are allowed on the turf: NO metal spikes or screw in spikes of any kind are allowed.
  • All players must have on appropriate matching team jersey/shirt. MUST BE THE SAME COLOR
  • Shin-guards must be worn during all games.  Under no circumstance may a player participate without shin-guards. Socks must completely cover the shin-guards.
  • Dangerous equipment – players shall not be permitted to wear anything deemed dangerous by the referee.
  • No jewelry is permitted. 

Referee Authority

  • A one-man system will be used at the discretion of the Pocono Dome.
  • The authority of the referee commences when they enter the premises.
  • The referee is responsible for the record of the game.

Penalties

  • Yellow Card – referees discretion. A second yellow card will result in ejection from the game. If resulting in an ejection; team will play shorthanded for the remainder of the game.
  • Red Card – will result in ejection from the game. Team will play shorthanded for the remainder of the game. The player receiving the red card is prohibited from playing in the next scheduled game. Same rule will apply to coaches. The Pocono Dome reserves the right to expel any player or coach from the league due to unruly behavior.

Standings

Points Breakdown- 3 Points for a win, 1 point for a tie, 0 points for a loss

Goal Differential will only be counted for up to 8 goals. Any team winning by more than 8 goals will have their score adjusted upon score entry into the standings.
